Amendment to the Fisheries Act.

I googled the amendments to the Fisheries Law that were approved by the Cabinet at the current extraordinary Diet session.
So, I'll roughly write down what I was able to understand.
1) Encourage new entrants and increase production by reviewing fishing rights.
② Secure and manage sustainable fishery resources.
3) Strengthening penalties for poaching.
Something like this?
① I feel like tuna farming is likely to be promoted more than ever before.
③The 2 million yen fine will increase to 30 million yen, so go for it lol
I think that focusing on ③ will also lead to ②.
I personally think point 2 is the most important.
No matter how you look at it, longline fishing fits into category ②.
Also, increasing production of ① will not only be achieved through natural production but also through aquaculture.
Does securing young fish for aquaculture fall under ②?
