Japan's Bluefin Tuna Resources

Japan's bluefin tuna fishing is overfishing, with 95% of the fish being baby tuna. What is happening to tuna now? Regarding the resource management of Atlantic bluefin tuna, which is written in this I have heard this from longline fishermen who actually operate the fishery. It certainly seems to be tough, and the same seems to be true for southern bluefin tuna. I think the same is true for Pacific bluefin tuna in order to restore resources. The national characteristics of countries that fish in the Atlantic Ocean and those that fish in the Pacific Ocean are different... I don't think it's going to be easy though...
