IQ (Individual Quota)

Apparently, this is being implemented in Japan with amaebi shrimp from Sado.

Even for ocean-going tuna vessels, fishing quotas are set for each vessel for bluefin tuna and southern bluefin tuna, which are caught in certain waters.
I think this is a useful method, but it is hardly adopted in Japan.
I think Japan still largely adopts the winner-takes-all Olympic system.

Although fishing is a growing industry in other countries, it is said to be a declining industry in Japan.
Perhaps IQ could be considered as one way to make Japan's fishing industry a growth industry?
